The final medical signatory is the UK-registered physician or pharmacist who personally certifies that promotional material complies with the ABPI Code before it is used. Certification (Clause 8, 2024 Code) is not a committee action — it is an individual, named, legally meaningful signature, and the signatory carries personal professional accountability for it. The role has no direct US equivalent; US MLR review distributes responsibility across a committee.

That concentration of accountability shapes UK promotional review culture. Signatories are famously exacting: every claim verified against its source in the referenced copy, every safety statement checked against the SmPC, because a PMCPA ruling lands on their name. Experienced signatories are scarce, senior, and a genuine throughput constraint — "signatory time" is the UK equivalent of US committee capacity.
